To reduce the crime rate to below one percent for the remainder of the year, the New Founding Fathers of America implement a sociological experiment designed to release aggression for a single night within a controlled, isolated community. However, when the brutality of the oppressors collides with the fury of the oppressed, the violent outbreak quickly spreads beyond the trial city, igniting a nationwide contagion of chaos.
